Is the cost by weight or size? Meaning if I ship an empty container it's the same price as a full container, or no?

I know a purchasing agent for a cabinet company making shit for Home Depot and others. They import the hardware. He told me they container shipping has gone up about 5000.00 per 53' container over the usual THIS YEAR.

They have to be careful because inflation can be disastrous for bankers.
I don't know the details, but I think size is the main factor. And I was referencing the rate from China to the West Coast. Those were definitely chinks.
