Because making your cars powered by something you can generate right on your property is more restrictive than a fuel that requires drilling rigs, pipelines, and a refinery?

Who is going to do that? And you need computers to run the things. In the 60s you could get a diesel van that could run on old frying grease that you could fix yourself, and even get a local machinist to mill replacement parts.
