If you ban Chinese from grocery stores before announcing a lock down, this won't happen (or not nearly as much). Even in March/April last year you could see this clearly in Southern California. If you went to a grocery store anywhere near a Chinese population, they were decimated for anything paper and pasta. Drive yourself over to a city that's largely white and they had TP, flour, pasta, whatever. Go to Costco and every fucking Chinese in the joint has a pile of paper towels, toilet paper, and water in their cart.
I'm guessing this is what the chinx in china best china would make scarce during times when the bug people would attempt to challenge their government. Conditioning is hard to break.
