About the only way I could see this being a legitimate thing to do is to re-surface the thing. The new cast iron is all bumpy and shitty so some people have taken to re-surfacing them to be smooth and then seasoning them to their liking.
Likely this is what is actually happening, and the picture is a troll. The new stuff coming out is ridiculously rough. I can see how people are calling bullshit on cast iron being nonstick when I see what they are selling.
Take it down to raw iron, hit it with the wire brush attachment, and then start smoothing it with wet sanding. When it's smooth enough for you, season it and you'll see how its non-stick.
