Somebody once posted something saying how in california in maybe the 70s they redefined the definition of retarded because blacks kept being labeled as retarded. Something about lowering the iq point that qualifies as retarded. I don’t know if that’s true or not though

What you're confusing it with is that the state school system in CA was forced to never give IQ tests to any black children at all because even with the new standard almost all black children tested - and they were being tested by the school because of behavioral problems - were proven to be retarded even after the IQ threshold was lowered.
