Athenian Democracy was pretty based. You could only vote if you could prove all 4 or your grandparents were athenian and if you were male. People were randomly selected to serve in the senate and all senators were cycled out after four or so years.
I've said it before though, the political system doesnt matter, every system has its pros and cons, what matters is the people that make it up. Communism could work great with the right people (ie no jews) but it never works because it is never voluntary.
