Also, power adaptors are often genetic. If the amperage, wattage and polarity match up then you can probably use them on another device.
Pro tip : switch polarity by switching the wires between adapter and tip. Amperage doesn't have to match exactly but must be more than required by device.

Power cords will work with the devices that have the -same- *different voltage and amperage, if they do not then they will short or burn out the power converter. So, no. All power cords will NOT "work unless from a foreign country".
Almost all consumer power cords in the USA have the same voltage and nearly the same amps, so, while you are right, 99% you can just use any power cord.
I've never had a problem not worrying about the power cord specs.
E: I'm also talking about using the same kind of device. Do not try to nigger a washing machine cord into a USB phone cord, if that is even possible.

I'm obviously bullshitting, but this whole "make sure the volts and amps are the same" is also bullshit. I reiterate that I have never had a problem with using whatever power cord is right next to me at the moment. If I make a mistake and blow something out or start a fire, so be it. I at least will have a story instead of fretting my whole life about stupid cords.
