Rules are always selectively enforced, even if its not ethical. The boss's buddy never gets the full weight of the stick. Its just a fact of life.
As for the voting, its stated that the downvote button is essentially a report button. I have not personally experienced any retaliation for upvoting any content but the prospect of such is a bit troublesome.
