To their ranches? Yes. To your community? No. Only you and your community can do that. I predict that most communities would prefer not to be diverse given the choice. Even the ones that say they value diversity.

Yes. Those kinds of problems are the result of centralising things like border control into the hands of a federal megacorp.

The idea is that nations should be something you deliberately join and have to prove yourself to remain a member of. Not some kind of jewish plantation you happen to be born on.

The closest modern example is probably that boer nation growing in south africa.

A group of ranches with highly pro-immigration policies would not be part of the same nation as a group who want to be ethnically exclusive.

For example, how does Poland stop the mudslimes living in Germany from spreading there? For the most part it just isn't a problem. Without welfare schemes and jews inviting them in they have no reason to go there in the first place.

Why would you want public utilities? You could organise some kind of not for profit electricity system if you wanted I guess, but personally I'd say those things are better organised as a for profit business.

How do they get electricity now? They either connect to a grid and buy it, or they buy their own generation equipment.

Do you trust the government to run your healthcare and your education? If not, why would you trust them with your electricity?
