Now we have Mexican labor doing subpar work. Are they lazy? No, I don't believe they are. Will they cut corners? If you leave them alone long enough there won't be any corners to cut.

Yep! General labor and construction needs constant supervision. Licensed plumbers, electricians, etc. usually know their job and do it well.
