A super-cargo ship had a mysterious double-power failure, hit the side of the canal and blocking it thereby causing world-wide shipping delays. This is the waiting pattern it made just before entering.
The little ship is probably making sure these super-tankers/cargo ships are who they say they are, pay for their passage, and assign them their entry order number.

Other than maneuvering to get lined up(this is a huge ship after all) or to counter ocean currents, it should be sitting as relatively still as the other blips in the OP video.
