223 muzzle velocity is something like 3k off the top of my head. I think. Eitherway, the point stands. Few people have muzzle velocities memorized so it's kind of a gay area to be pedantic about.
Also a Mauser C96 isn't most handguns. Let's take a 9mm glock 19 ~= 1100 FPS
Looking it up a 20" barrel, 55gain 223 muzzle velocity ~= 2979 FPS
I'd say 1100 is close enough to 1/3rd that of a 223 to make this meme perfectly acceptable.
