Go to the counter, if they refuse to take your money, you say "So, you will not accept payment for what I'm wanting to purchase? Does that mean it's free?"
They will respond with "no", in which case you say "I would like for you to ring up my purchase so that I can leave. If you do not do so, I am working under the assumption you will not take my money because the item is free."
And then either pay for the item or walk out with the item in tow. Alternatively you could shop elsewhere where these rules are not a thing, and thus they will lose business.
