They weren’t even allowed to have sex in Ireland till a law change in 2017. I don’t know if completely prohibiting them from sexual relationships was a step too far but it did stop them from breeding which as you say is a good thing. Just have to wait and see how the change plays out over the coming years - we might find ourselves overrun with super-retards.
