They probably get told they MUST do this. Perhaps 1 or 2 kids complained and they probably got kicked out, the rest figured the most they should do is just complain to their friends.

These kids have been forced to stay at home for the past year and many are suffering severe depression from social isolation. They'll do anything just to have a semi normal school day.
