Looks like it was smoking at the time (at least from that angle), the simpler explanation is they jumped the gun on the collapse, this being the BBC I imagine most of them can't even identify wtc 7. Someone already mentioned pre-written scripts being a thing for deaths, sometimes they get published by accident with the placeholder dates. The building was smoking for a while so a script was written for its potential collapse, big deal. If that's all you got I'm gonna say "no" on the conspiracy angle. Not ruling out advance knowledge in general, but I don't see the media needing/having such info.
