I can still be smart even if a jew is ruling over me. And yes, it does mean something that the people at the top are the minority race compared to the people at the bottom. It means that within that minority is a greater predisposition to intelligence than the masses. That is what, over time, has allowed the brown masses to be shaped by the white.
