The same reason NY was sabotaged in the early 80's. After surviving the summer blackout and widespread looting in 1977, the city's neighborhoods began to come together.
The resulting movement was hip-hop, an explicitly unifying culture based on freedom, respect and the common struggle of the underclass. When the #1 rap group became Blondie, a white disco band, it was time to Shut It Down.
First Brooklyn was seeded with crack, then the resulting paranoia and poverty was exoloited by the recording industry to create "gansta rap", angry and divisive music that was heavily promoted.
By the time the scene recovered in the early 1990's it was quickly co-opted again by infusing it with Islamic seperatism.
