Japanese people have a very keen sense of politeness and most live very close together, meaning there's a lot of etiquette about approaching strangers. You're right, Japan has stronger etiquette rules than the west. Hell, even in the west this behavior wouldn't fly.
Bow to strangers, hand items to somebody using both hands, try to avoid using "you" in sentences, etc. There's more but I'm not a Japanese culture expert.
