From what I read, it seems like this custom varies from heeb to heeb. The jews that are less radical slaughter the chicken (kosherly) and give it to the poor. I guess that's their one good deed for the year, the day before Yom Kippur. Radical juden though actually believe the chicken has their sins in it, so they don't eat it, they just toss it away to die.
