Since 2014, NGOs have installed operational stations in Malta and Sicily. Their ships are patrolling as close as possible to the Libyan coast to rescue boats carrying migrants from sub-Saharan Africa or the Near East. Some of these NGOs, a majority of them, were created in the context of the « migrant crisis », often following an emotional media episode. Others are classic actors in humanitarian aid around the world. All share, with some differences in degrees in their expression, the same vision of the migration issue.
