I saw Kroger's selling 4 individual potatoes for $4. Used to be you could get a 20 lb bag for that much. Good luck even finding a 20 lb bag anymore. Even the ones in a 10 lb bag are small and not great quality. Are fast food places buying up all the good, cheap potatoes or what?

Find those places selling "imperfect" vegetables

Asian or Mexican grocers are pretty good for this. A lot of Americans will only buy "pretty" looking fruit/veg and you pay a LOT for that in the end. If you can't grow your own then this is the way to go. Probably less than half the cost of the typical "American" grocery store.
