I've got chili and oregano powder. I bought them about a couple of years ago. Is it safe to use them, or it is better to discard and buy new one?

They may be slightly less flavorful that when new, but they don't go bad in two years. Just use a bit more.

In general, ground spices safely store indefinitely.

That being said, the flavor from ground spices usually comes from volatile oils, so they won't be nearly as strong/pungent as freshly ground spices.

Try rubbing the ground spices in your palm with your fingers a bit— like you're busting some dry weed by hand, before using them. Most of the time, it brings the scent right back. Learned that one from Rachel Ray.

Forreal?

Yeah. Take a pinch of some old herbs and rub them in your fingers, , and the scent becomes much stronger.

Eat some. If you're still alive tomorrow, they're fine.
