Red light cameras and speed meters fit the definition of racketeering, they get away with it in the name of "preventing crime" but really all they are doing is extorting people for the most minor violations.

We had them in Tucson. Arizona required proof of service to put points on your License. Everyone in town just stoped paying them.

Boom 18 months later after hiring teams of process servers. The cameras all came out.

This shit only works because we except the social contract.

Its more like high pressure tactics and threat of further financial penalty that coerces people to pay. If you can be bothered you can challenge the ticket in court but not many people want to bother.
