If people were allowed to hoard and sell, distributors would respond to the increased demand by moving as many supplies into an area just before an event. They wouldn't buy it if they didn't plan to redistribute it, otherwise they are out some money, and if everyone was allowed to sell, the "price gougers" would have competition and wouldn't be able to gouge high at all.
