From the photo that isn't "carved" or "etched" into its back. Its wiped away with a hand. Manatees are covered in algae all over their backs. That person basically gave them a partial cleaning. There was no harm done to that animal. That being said, dont fuck with our manatees. They are amazing creatures and don't need you messing with them.
