To answer the question, no; it's not just Floridians. It's anyone with a valid driver license who is in Florida and feels legitimate fear for their safety. As in a self-defense shooting, the jury (if you end up arrested for it and brought to trial) will base the ruling on a 'reasonable fear' standard. Hat tip: @Vastrightwing
