Step 1. Stop allowing (((hedge funds))) from buying housing stock. 2. Don't allow foreigners to buy housing stock unless they live there.
The biggest problem in housing prices is housing stock is being chased by hot money. Ask Vancouver, they know all about this phenomenon.
