Define higher order.
That we can override our base desires in a conscious manner. For example, an 18 yr old nymphette offers herself up to you as an older more experienced male with no strings or the possibility of being found out as having indulged yourself, but you decline the offer because the loyal homemaker mother of your children has made a nice meal at home, and is waiting for you.
That isn't higher order. That is risk management for an animal whose survival strategy is almost 100% dependent on the tribe they are allied with. The choice for the male (and the female) in your example is a simple tradeoff: is the one time tryst worth the long term cost of destroyed social relationships that will destroy both individuals standing in each of their groups.
We aren't the animal that you think we are. Google has purged most of the human compliance behaviour experiments videos and documentaries so I cannot link to a library of these for you view. Basically, about a million years ago (or maybe 10 million years ago, not sure really) our ancestors made an evolutionary exchange of highly independent self directed behaviour for highly compliant group oriented behaviours.
Human compliance cannot be understated for the importance it plays as a defining feature of our species. It is so pronounced of a feature of our genome that we can literally just tell other human beings to sacrifice their fellow human beings, their fathers and mothers and even their own children and they will do it.
We have no higher order behaviour, what we have is a series of complicated social rules and roles that are kind of complicated making it difficult to argue about. That doesn't change all the layers of our animal nature. Just because we don't fuck like chimps doesn't mean the pure animal duality doesn't exist underneath of the layers and layers of complicated social rules that our guides for survival within our local social groups.

I don't believe this to be true at all.
It seems to be more accurate to think about the the human as a set of dualities. The first duality is that we think of our selves as a body made up of parts. That isn't true. The next duality is that we arent a single a brain, we are multiple brains. We have a pile of nerve cells in our stomach that seems to have processing capability similar to our brain.
The next duality is that most people think of our brain as a single complex computing system. This also doesn't seem to be true. Our brain seems to be composed of many many subsystems that are either fully specialized to somewhat specialized to mostly generalized. When you are speaking with Bob, you aren't talking to their whole brain. Bob is just a label that refers to that artificial intelligence processing happening in the frontal lobe of the nervous system we call bob. The reality is that you are talking to a set of subsystems networked together. Some are up front and act as an interface for the rest of the system (so you and me are just like the microsoft word interface to the rest of the program) while the rest of the subsystems work at different levels of conciousness. Some are closer to being concious or even a separate personality watching the world from behind your eyes and others are completely benign and blind doing things like storing information, doing math or managing your heart rate.
One of these subsystems are the ancient pre-dinosaur, pre-earliest known ancestor that has its roots going back to about 500 million years or so are the systems that manage our species sexual behaviours. These systems are intertwined in our species more modern subsystems and are in perpetual negotiation for dominance in the decision making process. In the white species this subsystem is highly mediated for collaborative group oriented behaviours that work to preserve social co-hesion (as much as possible) because our survival always depended on being able to get help from our group members in harsh norther climates. For niggers, their sexual subsystems are oriented toward a dominance / rape reproductive strategy because in their environment the one that reproduced is the one that got around the most as their environment was not ice and snow for 3/4rs of the year.
We cannot extricate our selves from what we are. We can only compose behaviours that our genome allows us to.
