Came to say this, all social pressure. For me it's finished puberty +2 years. Typically this is 14-18. I met my gf at 16.
I remember reading a study where they hooked men up to a few things(heart rate etc) and showed various women in each age range, their body didn't lie 15-18 won out, aka girls after puberty but before the ravages of time. Oddly enough I think 11-14 was second, likely a few early bloomers.
People used to marry at an earlier age in the past, this was okay since it was a one time monogamous marriage, and you were punished if you cheated on your companion. But with the introduction of birth control methods, this has gone all down the drain, now people have less reasons to commit to a relationship, since there are no downsides in having sex before marriage, at least not in the short term.
Women do mature faster than men, which has its upsides and its downsides. AFAIK men finish maturing at around 21.

25-28 is when their brain stops maturing. Then, after a couple of years to get used to it and think things through, you get the "midlife crisis" (30 being mid-life back when men lived to their 60's). A seemingly "random" change in action/thought patterns attributed to some fear of death.
In reality it is a confluence of several things. When a man's brain has matured enough for him to finally use it to it's full potential, when he starts to finally earn a decent amount of money, has had a family for awhile now and is in some part a leader in his community, and when he either accepts the state propaganda or finally throws it off and breaks free of his shackles.
This is the point when you either become a man worthy of the title, or you don't and forever live a failed life as the soyboy you are.

To be honest, I'm not into women who aren't physically mature. I think most guys prefer a woman who has finished growing in height and her breasts have developed, with zero to no mileage.
Risk of birth complications is normal from about age 15 onwards so biologically speaking the curve should start out maxed there and then decline first slowly, then quickly.
