Anon found a better explanation for this after some hard digging. It was concluded that there is only really an effect after the woman had a child.
This doesn't apply to all women, only women that have conceived.
It appears the original intention was to demoralize new generations and, frankly, so long as you're not a cuck who's raising someone else's child, you generally shouldn't be affected.
