I know many Japanese nationals, some with phd's and have been in the country more than 15 years and their engrish isn't that good.

Also, 105 is the reported national average.

most don't feel the need to know English in the first place because of national pride, but those that do out of pure necessity are actually pretty good at it.

on average, they have slightly more brain power than us, so i would not be surprised if quite a few Japanese took English in high school or the equivalent and kept up with it.
