Yeah, this kind of shit happens all over the place. Those tax breaks should be going to farmers not to the developers. Only exception is if the land is ACTUALLY being used for farming or growing/selling hay.

It's not even that hard to be "legit". You could even just allow a neighbor to graze the land and you can count it as agro (in most states).
