Yeah, this kind of shit happens all over the place. Those tax breaks should be going to farmers not to the developers. Only exception is if the land is ACTUALLY being used for farming or growing/selling hay.

The real problem are cities and towns spending way too much. Governments should pay to fix infrastructure: roads, bridges, water, sewer, police and that's it.

Schools should be defunded and each locale should decide how to fund them.

Taxes should not be used to lock down citizens, or feed non citizens. They aren’t our problem.

Further, tax rates should have an upper limit and once that's reached, the government in question needs to cut spending. This is how the real world works. No spending money you don't have.

We used to have a law on the books (federally) that you could not pass any kind of new project/spending unless you had a source of funding lined up and that funding could NOT be "borrow more". I think it was ended at the end of the Clinton Era. We had a surplus before then..

Now we are drowning in debt with no way out. We need to return to fiscally responsible spending, cut all government spending, stop giving other countries free $$, increase Tariffs massively.. etc.

There's always a way out. It's just that people don't have the stomach for it.

First, disband the Fed. Go back to a gold standard. Second, make it illegal for the federal government to "give" money to state/local governments.

The other things will take care of themselves when there is real money again.

We had a politician in AZ that had a nice piece of prime Sonoran desert property he put fake cows on to get tax breaks. Took years before someone noticed during flyover inspections that the cows were in the exact same place every year. They don’t call it the Swindler State for nothing.

It's not even that hard to be "legit". You could even just allow a neighbor to graze the land and you can count it as agro (in most states).

I can't blame them for taking advantage, but it looks like the Kansas legislature needs to patch some loopholes.
