$6 billion isn't going to help them in an operation 2-3 weeks after receiving it. The USA started planning the Iraq invasion in late 2001. This is a massive signal/human intelligence failure and Iran has a military genius at the level of ones we've learned about in history classes, but the just as likely scenario is it is a Mossad/CIA op.
