If you wanna be 100% grammatically correct, the phrase would be
- Has always been
"Always has been" means it has been something up to this point, but it could have been something else.
"Always was" means that's what it was, but not anymore.
I'm not sure what you are getting at. "Always was" is grammatically correct. Find me the grammatical rule that says otherwise and i might change my mind.
