I think we need to clarify "the government". That's very vague. The FBI is well known to use asset forfeiture for a lot of funding. So where is the money going exactly?

Looks like it could very well be Knights of the Golden Circle stash. They would use “sign” like the stove lid to point to caches. I’d radiate outward to see if more sign could be found. Tree markings, anything that might be pointing in the direction of the site.
