He's mentally ill. He's been there before, just wanders in. This day, he had slapped a lady's butt, walked over to a couple ladies on a blanket on the lawn with a baby and picked the baby up freaking all the women folk out. They asked him to get this freak out of the neighborhood, and filmed him, and posted it creating all his problems. Stupid women.
