On February 5, 2020, Joseph Jon Bullock was killed at work. Franklin Reed had gotten stuck in a ditch on the side of the freeway, so Joseph, a highway patrol officer, had stopped and called for a tow truck. When the truck arrived about an hour later, Franklin became angry at the size of the bill, walked over to Joseph's car, and shot him in the head. Next he tried to shoot the tow truck driver, but his gun jammed and the driver was able to escape. When another nearby law enforcement officer came to investigate the scene, Franklin pointed his gun at him and was shot dead. Franklin was a "respectful" and "humble man," according to his mother. "I know this, if my son felt like his hand was forced, then that's what happened. My condolences to the other family, but I'm grieving, too."
