On October 12, 2013, Brandy Joy Keenan was robbed and killed. Briceson Carter kidnapped the 38-year-old, tied her up, shot her four times, and left her body in an empty lot. A few hours later, Briceson repeated the process with another victim: he approached her on the street, forced her to take him home, tortured her, threatened to rape her, then shot at her when she managed to run away.
