It's drugs. When pregnant women do opioids, even a little, it destroys frontal lobe development in the fetus. Kid is born looking normal, but without impulse control.

More drugs, less impulse control in the fetus..

Result is easily triggered hyper-violence, drivebys, fights, and impulsive "muh dik" behaviour.

State mandated schools for criminally committed children are full of these kinds of "kids". 15 year olds that are 6' and 200 with the emotional control of a 4 year old. They throw tantrums that could easily kill people....and have, so they're locked up in kiddie prison school.

Drugs during pregnancy certainly play a major role, especially when it's generations after generations, and at the same time I'm pretty sure it's not a "single issue problem", more like a cocktail of all the bad stuffs pretty much
