Maybe it's best to run your entire business off the books/under the table. If you do everything legit and above board, how would you stop the government from snatching your company from you? The law says you cannot specifically refuse to hire LGBTQ+ BIPoCs. The standard "just find some other excuse and say that's why they weren't hired" isn't going to work much longer.
