The entire point of bitcoin was that an electronic payment system being primary was an inevitability and it was necessary that a system that wouldn't support those controls be created ahead of time because a system supported by a government has an advantage in marketing itself and so a system competing with it would have to use first to market advantage to have enough relevancy to counteract such a system.
