Until the year 1 A.C. the existence of degenerates was well known. Physically obvious degenerates were terminated at birth in both Rome and Greece. The problem is that the lack of psychiatric knowledge was not enough to recognize degenerated brains in sane bodies. Because of this, degenerates were able to gain power trough politics and religions, quit the practice of exterminating degenerates and occult the existence of degenerates.
Cesare Lombroso was an Italian psychiatrist and criminologist, founder of the Italian School of Positivist Criminology, often referred to as the father of criminology. Lombroso rejected the established belief, which held that crime was a characteristic trait of human nature. Instead, using concepts drawn from physiognomy, degeneration theory, psychiatry and Social Darwinism, Lombroso's theory of anthropological criminology essentially stated that criminality was genetic, and that criminals could be identified by congenital defects, which confirmed criminals as savage or atavistic.
In XXI century, psychiatrists were finally able to prove that criminals have degenerated brains, therefore feel pleasure from cheating, stealing and killing. Degenerates feel pleasure from evil as we feel pleasure from good. They have no regard for right and wrong. They may violate the law and the rights of others. They lack empathy, remorse, guilt. They lack the fear of punishment, therefore imprisonment is useless and cannot be used as penitentiary or correctional facility. Degenerates exist since the beginning of humankind and are free to do any kind of harm among and upon us. Governments do nothing.
Beware of the Dunning–Kruger effect. It is a cognitive bias wherein persons of low ability suffer from illusory superiority, mistakenly assessing their cognitive ability as greater than it is. The cognitive bias of illusory superiority derives from the metacognitive inability of low-ability persons to recognize their own ineptitude.
Beware of Hanlon's razor law. It is a logic fallacy formulated as "Never attribute to malice that which is adequately explained by stupidity.", which later evolved into "Never attribute to malice that which can be adequately explained by stupidity, but don't exclude malice.", but the true one is "Never attribute to stupidity that which is adequately explained by malice.", because the stupid don't have authority positions. Only smart degenerates do.
Beware of Karl Popper's tolerance paradox. It is a decision theory paradox, stating that if a society is tolerant without limit, their ability to be tolerant will eventually be seized or destroyed by the intolerant, which leads to the paradoxical conclusion that in order to maintain a tolerant society, the tolerant society must be intolerant of intolerance. This is a logic fallacy, because being tolerant to degenerates will destroy normal society.
