It is interesting that capital cities always have high density. But is this cause or effect? Were the cities established in places where there were already a great quantity of people or did the population become dense because people were drawn to a place of power?

Location, location, location. Almost always in a defendable area close to water or a trade route for transporting goods. Populations grew because people were drawn to opportunities.
