France was taking action against twitter. They cut several accounts off who were showing information about what was going on and there was some evidence apparently that some of the attacks were being coordinated through Twitter. So I imagine if Elon didn't cooperate with them which he may have done they were probably doing everything they could in their power to use whatever cybersecurity warfare systems that France has to clog up and shut down Twitter which may be why Twitter was seeing so much activity and why Elon said he needed to limit everybody's use. Now that's all speculation except I was watching live last night when a Twitter accounts were being shut down as sources of information so I know that was happening.
