That's (((Fidelity)))'s assessment of twatter's value, for which they give no supporting evidence beyond "because we said that's how much it's worth".
What matters are key performance indicators, are active users up? What's happened to their ad revenue? What are their plans to earn new revenue?
A low valuation from (((Fidelity))) is probably just tax avoidance.
Probably, who knows, a ton of investors did leave though the new (((WEF))) lead is going to "fix" that.
