I've done mobile before, and i cant understand this. The mobile variant is just a web view with some bullshit thrown on top. Why would it take a whole team to develop the twitter app?

Well mobile apps for these companies want lots of permissions not needed for the functionality the user expects.
You need a team on the app to gather all that precious data the user is usually unaware of. Your contact list, your call log, your GPS coordinates, your txts, your files, your pictures and videos, your accelerometer, your schedule, your alarms and reminders, your entire phone is a treasure chest of data for these apps, so naturally you need a team to code the backworks so you can sell that data to advertisers.
