That's a good summary of it. Elon and the "tech right" are telling you that the pool of technically skilled Americans is smaller and more costly to hire than most people think... So much so that they feel it is imperative to find skilled foreigners to temporarily work in the country at lower rates, in order for those American companies to grow more competitively. In their view, more Americans need to step up their skills, and the added supply of this will naturally bring the rates lower and more competitive with foreigner rates. Until this happens, H-1B is the best plan B for the country. Don't forget that H-1B brings in more than just pajeets, and when done correctly it is a temporary thing. A life time ago I also worked in the u.s. under H-1B for a few years, and then I moved back to Canada. The very premise of the visa application is that the company could not find an American to fill the position and thus this foreigner was the only alternative. The other side of it tho is that these days H-1B is abused more than the tech right wants to admit. Too much focus on cost savings to keep competitive in a global market, to the extent that American workers are often put into a trainer role just to train Pajeets to replace them. IMO the H1-B intent is fine, but it needs to be rehauled to make it beneficial to the u.s. again.
