I'd think either the regulator IC (in the forground) or the big power transistor it uses for current (not shown) would be bad, but nope. It was that little transistor underneath the IC that was a dead short, even my component tester said it was a resistor. Fortunately, it's an S8050 type, easy to get. Put a new one in, and it's back in operation. Like I need another power supply...

That looks like an old school bios microchip. Is that a computer board of some kind?

No, just a power supply. The IC is an LM723 regulator.
